The police here arrested two persons, identified as DharmendraThakur and Sujit Agrawal of Patnagarh, in connection with the MGNREGS fraud payment in the district. A total of Rs4.97 lakh was shifted to other accounts by hacking the username and password of the Horticulture and Forest departments and obtaining a Digital Signature Certificate (DSC) from the NIC.
Giving details of the incident to mediapersons in a Press meet on Wednesday morning, Additional SP B Jugalkishore said, “Dharmendra Thakur who was earlier working as computer operator in Belpada block was handling the MGNREGS payment of the block and was adept in online fund transfer..
He had collected the user names and passwords of various departments and after that he opened 11 accounts by using fake voter ID and photographs in the SBI Patnagarh through Kiosks Banking. After accessing the official sites by using the user name and password, he uploaded the names of the fake account holders in the MGNREGS website to appear genuine, says Jugalkishore.
Then he proceeded to NIC Bhubneshwar with a letter in the name of Jagabandhu Sahu, as executive officer of Tendapadar panchayat under Patnagarh where in the signature of the BDO was forged. He obtained the DSC thus.After obtaining the DSC, Thakur accessed the site, deleted the DSC there and registered the DSC he obtained in the name of Jagbandhu Sahu. So when the DSC was used, he could transfer the fund easily, the SP said.
During the investigation, it was also leant that he had forged the signature of BDO Belpada and a payment of Rs 90,000 had been made to a computer firm toward the execution of MI project in Yuba panchyat of Belpada block and bills had also been submitted as genuine, Jugalkishore said.
