SPOS TO BE ENGAGED TO CURB MIGRATION FROM W ODISHA

With a view to checking distress migration through unlicenced contractors and streamline the migration process, a pilot project is underway in western Odisha’s four migration-prone districts such as Balangir, Nuapada, Bargarh and Kalahandi.
Special Police Officers (SPO) would collect information on movement of labourers and contractors and keep track with the whole recruitment process. They would then report everything to the police and the district administration for quick action to prevent illegal migration and help the administration for rescue of the forced labourers.
Under the project in Bolangir, around 60 persons in the age group of 18-60 years residing in the same police station jurisdiction would be engaged for three months who would directly report to the police and district administration for quick action to prevent illegal migration.
According to sources, this year the process of migration has been tightened and registration of migrant labourers in the Anganwadi centre has been made mandatory. Moreover, those labourers migrating through licenced contractors are being issued identity cards by the District Labour office.
This year, the contractors have to submit all the details of the migrant labourers along with requisite fees and other documents to the District Labour office before recruiting labourers and shifting them to other States.
A coordination meeting between Telengana officials and district level officials of Balangir, Nuapda, Kalahandi and Bargarh was held in Balangir a few days ago where in it was decided to take steps to check illegal migration. According to sources, this scheme is basically a brainchild of Labour Commissioner Shalini Pandit and is being implemented in Balangir, Bargarh, Kalahandi and Nuapda.
