The growing incidence of child rights
violation in childcare institutions have raised questions on the proper
implementation of the Integrated Child Protection Scheme (ICPS) in the State.
This was observed by speakers participating in a one- day consultation
organised by Palli Alok Pathagar in collaboration with the Coalition for Child
Rights Protection (CCRP), CRY and Kolkata Initiative here. The non appointment
of a full time District Child Protection Officer (DCPO), who is the nodal
officer of the district to address child protection issues for last three
years, makes the children of Balangir district more vulnerable to abuse,
exploitation and deprivation of standard care, observed the speakers.
CWC member of Balangir SP Singh urged
the childcare institutions to maintain proper documentation of the children to
ensure model care for children and Harihar Naik of CCRP explained various
Government provisions for standard care and other child protection mechanisms.
Naik also focused on the non-institutional care services for the children under
the framework of the ICPS and Juvenile Justice System. There are many proactive
measures taken by the Government for the best interest of the children, but due
to lack of administrative will and ignorance of the childcare institutions on
these provisions, protection issues of children go haywire. Another key neglect
area is the foster care, sponsorship, non institutional care and adoption of
the children. These areas need to be strengthened, felt Naik.
This consultation also discussed the
issues of child sexual abuse, exploitation and labour in the district. An
action plan was developed to take the issue at the State level and create a
public opinion for child protection, informed PAP secretary Prashant Nayak.
Eminent educationists, lawyers, PRI members, civil society organisations and
childcare institutions participated.
