In his attempt to woo voters, BJD president and Chief Minister Naveen Patnaik on Friday played cyclone Phailin card while asking a gathering to know where the outsider political leaders were when the State’s coastal districts were hit by the cyclone.
“Different political leaders visit Odisha during the elections and make tall promises but after election they never return. Where were they when the cyclone Phailin hit Odisha,” Patnaik wanted to know while addressing a public meeting at Patnagarh in Balangir district, where BJP State president KV Singh Deo is contesting to retain his Assembly seat.
“Both the Congress and the BJP have neglected Odisha and they are two sides of a coin,” Patnaik added.
He said the BJD Government, however, has not sit silent over the Centre’s apathy and has introduced the Biju KBK Yojana for the development of the KBK area. The Government has also decided to give free land and Rs100 crore to expedite the Khordha-Balangir railway line in this region, he added.
Stating that the Congress would lose its position and the BJP cannot form Government at the Centre alone, Patnaik said the regional parties would play a greater role this time to form the Central Government.
He urged people to vote for his party candidates Prakruti Devi Singh Deo for Patnargarh Assembly seat and Kalikesh Singh Deo for Balangir Lok Sabha seat.Former Congress MLA from Patnagarh Bibek Meher and many members of Odisha Jan Morcha, including Jatish Khamari, joined BJD at the meeting.

District Collector M Muthukumar on Sunday directed all the migrant labour contractors of the district to bring back migrant labourers employed outside the State before April 5 so that they can exercise their franchise in the April 10 Lok Sabha and Assembly polls.

Muthukumar held a meeting for the purpose in which 36 such contractors having valid licence attended. “I have told them to bring back migrant labourers from the brick kilns of Andhra Pradesh and other States before April 5 so that they can cast their votes,” Muthukumar said.

He said the contractors have been asked to bring labourers to the rail stations at Kantabanji and Titiligarh from where the district administration would make arrangements to take them to their respective villagers.He further informed that he has already written letters to his counterparts of Andhra Pradesh, Tamil Nadu and Karnataka in this regard.

On the other hand, the direction has put the contractors in a very piquant situation. “We don’t know how the brick kiln owners would respond to it as labourers are on contracts involving money,” said some contractors.
Elaborating their possible problems further, they said if the employers agree their proposal then how the financial issues would be settled and who would guarantee us that the same labourers would return to their respective brick kilns after the voting.
Interestingly, the Balangir District Labour Office record shows that there are 139 labour contractors in the district while 276 licences have been issued. Many of the contractors have not submitted their detailed list of migrant labourers before the office even if there is a provision that the list must be submitted within 15days of their migration.

Bolangir;Continuing its endeavor to bring back migrant labourers from brick kilns of Andhra Pradesh and other states to Balangir,  so that they could cast their vote ,district collector M.Muthukumar held a meeting of migrant labour contactors in DRDA Bolangir  today. A total of 36Migrant labour contractor who has valid license attended the meet.

I have told them to bring back migrant labour from the brick kilns of Andhra Pradesh before5thApril so that they can cast their vote. Barely 17 days remain for the date of elections(10thAPril2014-) in the first phase of polling and candidates from all political parties are trying to woo votes with promise to bring development in the area.
Each and every contesting candidate are expressing concern for the areas backwardness and promise to solve the problem which has been going on since last four to five decades.
The moot point is -why they were silent in the rest of the years and why no concerted effort was made to ensure the development of this region.
From my own experience, I would like to mention here that no "effective steps were taken for solving the major problem s ofBolangir like Distress Migration, better healthcare ,assured irrigation, setting up industry especially Agro industry and many other agriculture issues, besides others including improvement in telecommunication, Railway ,road communication.
One interesting thing that was noticed in 2014-that a lot of announcement like setting up Bolangir medical college, free land to Khurdha Bolangir railway line, and drinking water to Bolangir town and other issues like Lower Suktel irrigation project (which was kicked up in 2013April amidst protest from villagers there) just a month ago before announcement of elections which indicted that government was aware of all these issues and made announcement to boost its image.
In parliamentary political parties through its elected representative ensure development of that area. But the state of political parties here are mostly one man show and not a single political parties carried out its activity to strengthen party workers/mechanism in rural area .Only thing they "executed" some statewide protest/demonstration which is “inadequate” to galvanize the party to function properly and fight election.
So with Less preparedness “all-political" parties are gearing up themselves to fight the final battle going to take place on 10thApril.all most all political parties are expecting to overcome the election on their respective party symbol, leaders and their personality and performance.
So long as this type of situation prevails it would never helpful to solve problems of this area. Leaders have promised a lot to voters of Bolangir and simply forget for five years to remember those problems again?
Before going to vote think properly and elect the responsible representative who would bring "development in that area "and trustworthy too.and do not lured/swayed by their promise..In case you don't like any of the contesting candidatethere is a option called NONE of the ABOVE(NOTA) in this election , utilize it. ==============================================

AU, NARASINGHA FILE PAPERS FOR B’NGIR, KV FOR PATNAGARH

Three high-profile leaders, BJP candidate Kanak Vardhan Singh Deo for the Patnagarh Assembly seat, BJD candidate AU Singh Deo and Congress’ Narasingha Mishra both for the Balangir Assembly seat, filed their respective nomination papers on Saturday, the last day for filing of nominations for the first phase polls to be held on April 10.
BJP State president and incumbent Patnagarh MLA KV Singh Deo, also a royal icon of Balangir, has been winning the seat unabatedly in the last couple of elections.
After filing his nomination paper, former Law Minister Narsingha Mishra told mediapersons that though he is contesting from Balangir seat for the first time, people would vote for him as he is fully committed for development of Balangir.
“People of Balangir know very well about my party’s role in construction of the medical college here. People would vote for the Congress to end feudalism, the falsehood propaganda of the BJD Government and inability of local representative in solving the problems here,” Mishra said.
AU Singh Deo, who was accompanied by his son Kalikesh to file his paper, siad, “People of Balangir will vote for me for peace and development.”
Asked to comment on his resignation of Rajya Sabha seat, he said Balangir seat is more important than Rajaya Sabha seat for him. Interestingly, both Mishra and Singh Deo came across each other at the time of filing papers. They greeted each other by hugging.

Bolangir ;The announcement of AUSINGHDEO ofBIJUJantaDal to contest from Bolangir assembly constituency in forthcoming election-2014 ,has changed the political scenario ofBolangir assembly constituency altogether.

Earlier Chief Minister Naveen Pattnaik had announced the name ofSri HarkushnaSarangi ,the personal assistant of AU Singhdeo as BJD candidate from Bolangir. However after the announcement of name of Harekrushna Sarangi it sparked opposition from people and other aspirants and many felt Sri sarangi would not befitting candidate in view of NarsinghMishra(ofCongress) andSriBasuPati (BJP)fighting  the Balangir Assembly election.

According to sources, AU Singhdeo tried his best to get a ticket for the youngest son Arkesh Singhdeo but failed and the name of Hareskrushna Sarangi,the personal assistant of AUSinghdeo   was recommended and announced.The continuous opposition to Harekrshna Sarangi and prospect of losing Bolangir seat ,forced AU Singhdeo to contest from Bolangir and resign from Rajya sabha seat and fight election.
With this,  elections in Bolangir Assembly constituency,  is going to see a keen contest  of seasoned politician  like Sri A.U singhdeoof(BJD) andSri Narsingha Mishra(Congress) andSriBasu patiofBJP

and while going through the website I went through the section of details of District level Election officer.
I was surprised to find that Sri D.Prasant Reddy has been mentioned as district collector Bolangir .But in reality he has been transferred since last December2013 and M.Muthukumar has been its Collector.The telephone number mentioned there is wrong.So how a ordinary person can contact with District level officer.
Moreover the sub divisional officer-list contains old list-Why it has not been updated? it is beyond imagination?

The forthcoming General Election -2014 has given an opportunity to cast our Right to Vote and select/elect the candidates who has lived upto expectation/fulfilled his promise/or considered the best among the contestant.

If you(voter) don't like ant of the contestants in the Assembly and Parliament constituency then there is an option NOTA -Non of the Above symbol and by voting there registering your "protest vote".In the earlier general election there was no such facility.

For the first time, the EC will provide "none of the above" (NOTA) button on electronic voting machines (EVMs). "On the balloting unit, below the name of the last candidate, there will now be a button for NOTA option so that electors who do not want to vote for any of the candidates can exercise this option by pressing the button against NOTA.

A candidate filed his nomination for the Patnagarah Assembly constituency in Balangir district on the first day as the notification was issued on Saturday for the first phase of the Lok Sabha and Assembly elections voting for which would be held on April 10.
With the formal notification, the process of filing of nominations gets underway for the 10 Lok Sabha and 70 Assembly constituencies in the State. The Parliamentary constituencies going to polls in the first phase include seven general seats such as Bargarh,  Sambalpur, Bolangir, Kalahandi, Kandhamal, Aska and Brahmapur and three reserved seats  for Scheduled Tribes , Sundergarah, Nabarangpur and Koraput.
As per the poll schedule, March 21 is the last date for filing nomination while scrutiny of nomination papers will be held on March 22.  Last date of withdrawal of nomination is March 26. In the second phase notification, nomination would start in rest 11 Lok Sabha and 77 Assembly constituencies on March 19.  Polling in these constituencies will be held on April 17 next.
Meanwhile, the Election Commission has extended the duration of voting time. The voting which would start from 7 am would continue till 6 pm with duration of 11 hours. However, the voting in Maoist infested areas will start at 7 am and would close at 4 pm. Though the notification for the first phase of elections to the 10 Lok Sabha and 70 Assembly seats has been issued, till date, no political party had announced its total list of candidates. Anyway political activities have intensified after the issuance of the notification inviting nominations.
In all likelihood ,this time both the 10 Lok Sabha and 70 Assembly seats will witness a multi cornered contest as all the three major political parties- the ruling BJD , the Congress and the BJP have decided not to have any alliance with other parties. Besides, the two left parties-CPI and CPM, regional parties like the Utkal Bharat, Aaam Odisha Party, Samata Kranti Dal, Samruddha Odisha and Odisha Jan Manch will be fielding their candidates in the elections.
This apart, AAP, RJD and TMC have also decided to contest the elections making it a multi cornered one in many constituencies. The BJD has nominated candidates in eight of the ten Lok Sabha seats while the BJP has finalised seven seats and the Congress in five seats.

 In 2009, Kalikesh Narayan Singh Deo won the seat defeating Congress candidate Narasingha Mishra andBJP’s Sangeeta Singh Deo emerged third. Organized by Ahinsha Club BhutiBahal, with support from NABARD,The award was given to Sudhir Mishra Pioneer  for his extensive reporting on agricultural issues of Balangir, Bargarh and western Odisha and entire state besides highlighting the need for preservation ,propagation andpromotion of Desi Bihan seeds, (Traditional seed),minor millets like Gurjee, Mandia etc
Noted activist SarojMahanty fromSambalpur in the presence of Sri Siba Prasad Sahu who has been Organizing the traditional seed festival since 2008 and working on preservation, promotion of traditional seed and minor millets in Bargarh district,gave this award  which carries a citation and shawal .

While it has shockingly been a normal state of affairs in the western part of Odisha that lakhs of migrant labourers don’t exercise their franchise, the Balangir district administration here has mooted an applauding plan to bring them back to their respective villages to cast votes during the coming Lok Sabha and Assembly elections.  
“The district administration would soon convene a meeting of all the registered labour contractors in order to ask them to bring back the workers recruited by them to work outside the State so that they would be able to cast their votes in the forthcoming elections,” Balangir district Collector M Muthukumar told The Pioneer on Friday. Muthukumar also warned that strong action would be taken against those contractors who would disobey the instructions.
According to the reports, over lakhs of workers from the State are now working in various brick kilns in Andhra Pradesh, Karnataka, and Tamil Nadu. They have been to these States since last September/October and are in debt bondage, which forces them to work there till completion of their contact period, it added.
Reports also say that around one lakh people from Bolangir district alone are now engaged at various brick kilns of Andhra Pradesh and other states. However, officially around 21,000 labourbers have been hired by more than 200 labour contractors from this district.
