DADAN SANGH TO HOLD 2-DAY STIR IN BALANGIR

Dadan Sangh president Khagapati Kumbhar here informed that his outfit would
stage a two-day dharna on July 24 and 25 before District Collectorate,
demanding proper rehabilitation of the rescued labourers under the Bonded
Labour System (Abolition) Act, 1976.
According to sources till
2013, a total 650 migrants from Balangir district were released
under the Act. Out of the 209 migrant bonded labourers released in 2011 from
Ponneri, Tamil Nadu, 197 received rehabilitation assistance, while 453 have
been ignored.
In Nuapada
district, out of the 129 rescued and released from different bricks kiln
worksites, only 92 have been rehabilitated. While 38 out of 59 bonded
labourers were rehabilitated in Sonepur district, in Nabrangpur, 23 out of the
33 and in Rayagada 13 have been rehabilitated, said an estimate.
As per the Act, the
District Magistrate has been authorised to carry out assessment of socio-economic
status of the released bonded labourers; provide immediate health care, food
and shelter and prepare livelihood re-generation plan. The law also provides
for immediate assistance of `20,000 to each legally released bonded labour. The
vigilance monitoring committees at the sub-divisional and district levels are
to identify and rehabilitate the bonded labourers. Besides, they are to carry
out a massive survey in district level in every three years.
Rehabilitation of
released bonded labourer should be a priority task of district administration.
Only rehabilitation assistance of ` 20,000 cannot protect them. On the
contrary, integrated activities from different sources, including land and
agriculture base livelihood programmes should be undertaken to protect them
from further bondage, said Saroj Barik, an activist.
