Balangir town citizens demand bypass'; Balangir: Members of the Balangir Action Committee led by Gopalji Panigrahi, Santosh Pradhan and Nilamani Mishra and supported by other organisations of the town on Friday staged a dharna before the district Collectorate here demanding construction of a bypass or a ring road to ease the growing traffic congestion and avert accidents in the town. “Unless the Government takes suitable steps within a month, we will intensify the agitation further,” said committee president Gopalji Panigrahi. Balangir MP Kalikesh Narayan Singh Deo has expressed concern over paddy seed shortage in the district. Against the requirement of 52,653 qunitals, only 17,000 quintals of seed was received till June 25, he said.
“I have talked to the Director of Agriculture on the seed shortage issue, and he assured me to supply the required seeds to the district,” Singh Deo told reporters here on Wednesday.
According to reports available from the Deputy Director of Agriculture office here, the total amount of seeds supplied to the district till Thursday was 21,000 quintals. However, Swarna and Lalat, the most popular paddy varieties, are short in supply.
Two agencies, the Odisha State Seed Corporation and the Odisha Agro Industries Corporation, are supplying seeds
It would be noted that the seed sowing time can at best go up to the first week of July. While there is good condition for sowing yet due to shortage of seeds farmers are facing a lot  of problems.

Even though the district has received good rainfall, suitable for sowing paddy seeds, farmers in Balangir are facing acute seed shortage, much to their chagrin.
“Against a requirement of 52,653 quintals of seeds, we have received around 15,000 quintals of paddy seeds, which are totally inadequate,” said an official here. All this happened, even after two agencies, namely the Odisha State Seeds Corporation (OSSC) and the Odisha Agro Industries Corporation (OAIC) are supplying seeds to farmers this year. We have appraised about the prevailing seed position in the district to higher authorities, he informed.
According to reports, in Balangir district, there is no full-fledged seed production officer here. The seed production officer of Bargarh district is in charge of Balangir district. Besides, the seed processing unit is not functioning properly.
Usually by June 30, the selling of paddy seeds is closed in normal years. With barely ten days left for June 30, even though there has been rainfall in the district, yet shortage of seed continues to plague the farmers, sources said.
“The Naveen Patnaik Government has less concern for farmers. It has nfailed to provide adequate paddy seeds to the farmers of Balangir district which is most unfortunate. We are going to stage an agitation soon on this issue,” revealed Indian Youth Congress president Aakash Mishra.

The factionalism in the BJP’s Balangir district unit came to fore on Tuesday with two groups of the party holding separate rallies for the party’s Jail Bharo agitation here much to chagrin of BJP lovers and amusement of rival politicians.
Significantly, Balangir is the native district of BJP State president KV Singh Deo. There are two factions in the district party, one represented by newly-appointed district president Dr Om Prakash Joshi and the other by former district president Prabhas Panigrahi.
When asked about a separate a rally, Dr Joshi said there was communication gap between the two camps.
Panigrahi said, “We are carrying out the Jail Bharo agitation in protest against the coal scam and other corruptions during the Manmohan Singh regime at the Centre and the involvement of the Naveen Patnaik Government in the chit fund scam and demanding dismissal of the Patnaik Government.”
The rally led by Dr Joshi was held in the presence of party observer Maheshwar Sahu before the district Collectorate. The speakers slammed the Naveen Patnaik Government for its involvement in the chit fund scams. The revelation that Ministers and BJD MLAs took protection money from chit fund companies has further exposed the Government, they said.
Political observers here pointed out that ever since Panigrahi was replaced by Dr Joshi as the district president, Panigrahi is not pulling on well with Singh Deo.

Farmers of Gaisillet and Paikmaal blocks in Padmapur sub-division of Bargarh district are now all set for cultivation of minor millets. The minor millets had been losing their popularity and virtually had vanished due to lack of promotion by the Government.
“We want to revive and promote minor millet in Gaisillet block and provide the farmers healthy and nutritious food,” says Siba Sahu of Ahimsha Club of Padampur. The club has been taking special initiatives for the revival of the millets.
“We have distributed Kudo, Mandia, Suuan Kango, Gurjee and Kandul seeds in Bhutibahal, Nathapali, Lebdi, Dangbahal, Jalpat and other villages in Gaisilet block among 200 farmers between June 10 and 12 with support from  Millets Network India (MINI) and have taken up steps to revive and promote minor millets cultivation in 10 villages of the district,” asserts Sahu.
He continues, “We have formed a committee of women farmers on minor millets to monitor the progress of the cultivation. Farmers have taken up minor millets cultivation in their fields with another crop like ground nut.”
“I have taken up mixed minor millets cultivation in my field. The cultivation of these crops is becoming extinct from our area but of late due to the special effort by the members of the Ahinsha Club, minor millets will again take the centre stage. The major benefit of the consumption of minor millets is that it tackles the problem of malnutrition,” says Mohan Putel, a farmer of Bhuti Bahal village.
Moreover, women have also come forward to revive the minor millets. They have formed a committee and demanded that minor millets be given to women and chidren through Anganwadi/ICDS for their better health.

In the forthcoming elections, no political party without the support of the Odisha Jan Morcha (OJM) can form Government in the State. This was asserted at a Press conference by OJM secretary general Jagneswar Babu here on Wednesday. “I would like to contest from Titilagarh Assembly constituency (in Balangir district,” he said.
Babu said Chief Minister Naveen Patnaik has no concern to realise the creams of his father late Biju Patnaik for the State. In particular, the Chief Minister has little concern for people of the State’s western region. There are tremendous undercurrents in favour of the Odisha Jan Morcha, Babu claimed further.
Asked why he was with the same leadership and establishment for 12 years and is now criticising it, Babu said, “I was with that party and as he (Naveen) is son of Bjju Patnaik and hoped he would realise his father’s dreams. However, that did not happen.”
Balangir MLA AU Singh Deo and Chief Minister Naveen Patnaik both are betrayers, Babu alleged further.

Members of the Indian Youth Congress Balangir Lok Sabha Constituency led by its president Akash Mishra, District Congress Committee president Bhagaban Bagarti, Laxman Meher and Pandav Kumbhar on Monday staged a dharna before NTPC office here protesting against the poor implementation and irregularities of the Rajiv Gandhi Grameen Bidyutikaran Yojana meant for BPL people in Balangir district.
Akash Mishra said that in the entire Balangir district, the Rajiv Gandhi Grameen Bidyutikaran Yojana (RGGBY) has failed to reach the poor BPL people. It is only in paper that officials have shown that they have covered 40 per cent of the villages under the scheme, but actually they have covered 10 per cent.
“After publication in the media about the poor implementation of this programme, Youth Congress members visited villages and found the shocking fact. In Agalpur block for example, although officially the authorities have covered 40 villages, actually only one village has been covered. In Loisingha block, they have not covered a single village,” he said.
While the Central Government is giving money, and even after the sorry state of the programme was highlighted in the media, the district administration did not take any action to streamline the implementations of the programme. It reflects the lack of sincerity on the part of the district administration and the State Government towards this important Centrally-sponsored programme, said Mishra.
In Deogaon block, he said, the authorities have covered only 47 out of the 127 villages.
The Central Government had given Rs 99 crore to provide electricity to BPL people of Balangir district in 2009, and till April 2013, according to official figures, they have covered 1,083 villages out of the total 1,764 in the district and a total of 83,517 families have been covered so far. These official figures are misleading, alleged senior Congress leader Laxman Meher while addressing the gathering.
Later, the Youth Congress leaders submitted a memorandum to the State’s Governor demanding a CBI inquiry into the irregularities and corruption in the implementation of the RGGBY in Agalpur and Loisingha blocks, supply of electricity to BPL families in these two blocks within 10 days, arrest of the official involved in corruption in the programme. Unless concrete action is taken within next 10 days, the Youth Congress and Kisan Khet Mazdor Congress would intensify their agitation, they threatened.

In another broad daylight dacoity incident, four miscreants looted over Rs 2 lakh from a Gram Rozgar Sevak (GRS), Debendra Sahu, near village Damkipali under the Patnagarh police station on Saturday evening.
According to reports, when Sahu was going to disburse old age pension, he was stopped near Damkipali by four persons, who came by two motorcycles and looted the money from his motorbike dickey.
The incident has raised many questions to be answered: Why police protection was not taken for disbursement of money for purposes like old age pension; why the looters left Sahu’s mobile phone untouched; and why Sahu’s motorcycle was found undamaged a few km away.“We are looking into all the aspects of this incident,” said Inspector-in-charge of Patnagarh police station Antaryami Behera to this correspondent over phone.

Sital Sasthi, the annual traditional festival of marriage ceremony of Lord Shiva and Goddess Parvati, was celebrated for three days at several places here with pomp and gaiety. After Lord Shiva arrived with his entourage for marriage, He was given a traditional welcome, and after the wedding He returned to his abode with His spouse Parvati along with His entourage.
The concluding celebration witnessed many forms dance. The Bainaach (dance of eunuchs) drew large crowds, especially youth who were hooked to the dance and busy capturing the performances in their mobile cameras.
A Dash Avatar (the ten incarnations of Lord Vishnu) dance was performed by the Kalakunja troupe from Ganjam. The Ghumra Naach and traditional dances by tribals with swords was yet another attraction. The Palace Line Puja Committee tried to spread the message of plantation of tress and protection of ecology, but its move was overshadowed by the dance performances on the same vehicle.  This festival also heralds cooling of the atmosphere as its title Sital Sasthi suggests. However, due to earlier monsoon rains this year there already was a decline in temperature.

The Central Government has decided to set up a Government medical college in Balangir and the State Government has also given its consent for this.
The college would be established at the same place where initial construction work for a medical college was undertaken earlier and the district administration has indentified 25 acres of land for the purpose.
This was informed at a news conference here by senior Congress leader Narasingha Mishra on Friday. The Centre would bear 75 per cent of the total cost of the project and the State Government would bear the rest 25 per cent besides providing 25 acres of land, he said.
On the public distribution system (PDS) in Balangir district, Mishra said it is in a disarray, and whenever any irregularities in PDS is reported, the administration is not taking steps to punish the culprit.
Mishra said that even though the Centre is providing 35 kg of rice to all APL and BPL people in the KBK region and 35 kg to BPL people in other parts of the State, people are getting only 25 kg of rice.
Protesting against the irregularities a public interest litigation (PIL) petition would be filed in the Odisha High Court demanding payment of the total cost of rice of the beneficiaries that has been siphoned in last 11 years.
Besides, the PIL would urge for steps to ensure supply of 35 kg of rice to all the beneficiaries. Those who are responsible for the deduction of 10 kg of rice action would be taken against them.
An FIR would also be filed against the Chief Minister, Civil Supplies Minister, Civil Supplies Secretary and district-level Civil Supplies officials for this gross irregularity in supply of rice, Mishra said further.
 On this occasion, president of Balangir Zila Adivasi Kalyan Sangh Braja Kishore Singhbhoi joined in the Congress party.

After a brief lull, members of the Lower Suktel Budi Anchal Sangram Parishad on Friday=took out a motorcycle procession from the Samleshwari Temple here to the Banadurga Temple at Magurbeda opposing the construction of a dam over Lower Suktel river and protesting against the atrocities by the district administration on those opposing the dam.
The protesters later held a public meeting at Pardihapali and Gadshankar-Dunguripali villages.
In the forthcoming days, a Padayatra would be undertaken in 30 villages opposing the construction of the Lower Suktel Irrigation Project, informed Satya Banchhor of the Lower Suktel Action Committee to this correspondent.

Even as the Biju Janta Dal (BJD) held its Swabhiman Samabesh in New Delhi on Wednesday demanding Special Category State status to Odisha, members of the Kosal Kranti Dal (KKD) led by its president Pramod Mishra staged a dharna before the district Collectorate reiterating its demand of formation of a separate State of Kosal out of the existing jurisdiction of Odisha under Articles 2 & 3 of the Constitution of India.
The KKD rejected the demand for Special Category State status to Odisha.
Mishra said, “We reject the demand of Special Category State status to Odisha and we demand formation of a separate Kosal State. The BJD is demanding the Special Category states on the basis of poverty and underdevelopment, which is found most in ‘Kosalanchal’.”
“After formation of the Western Odisha Development Council (WODC), the Government has taken revenue of Rs 28.000 crore from our Kosalanchal region in the last 12 years but has given only around Rs 837 crore to this region.
Once Odisha gets the Special Category status and (increased Central) assistance, most of the funds will be spent in the coastal area, a fact which has been demonstrated in the developmental activities during the last 60 years,” Mishra further said.
The KKD leaders submitted a memorandum incorporating their demand to the Prime Minister through the district administration.

Though the first monsoon rains have created a favourable condition for sowing of paddy seeds, farmers in Balangir district are facing shortage of paddy seeds affecting their cultivation process.
According to sources in the Deputy Director of Agriculture office here, this year kharif paddy cultivation has been targeted to be taken up in 1,86,000 hectares of land in the district and a total of 1,11,600 quintals of seeds are required.
Deputy Director of Agriculture Manoranjan Mallick speaking to this correspondent said, “We have placed an indent of 52,653 quintals of paddy seeds this year. Besides the Odisha State Seeds Corporation (OSSC), this year the Odisha Agro Industries Corporation (OAIC) has also been asked to supply seeds to farmers.”
“However till today, we have received only 4,093 quintals of seeds from both the agencies which is extremely inadequate to meet the farmers’ demands,” he informed.
The seed processing unit in Balangir district is not functioning, thereby increasing the dependence of farmers on the seeds sold in open market at higher prices. Irate farmers gheraoed the office of the Deputy Director of Agriculture on Monday protesting shortage of paddy seeds.
“We gheraoed the DDA office protesting against the shortage of paddy seeds and stopped a meeting midway there. Unless the paddy seeds situation in the district improves significantly, farmers will resort to district-wide agitation soon,” said president of Zilla Krushak Mahasangh Sudhir Parischha.
